BC MUSIC FESTIVAL COLLECTIVE

THE BRITISH COLUMBIA MUSIC FESTIVAL COLLECTIVE (BCMFC) IS A NON-PROFIT INDUSTRY ASSOCIATION THAT WAS FORMED IN APRIL 2020 AT THE ONSET OF THE PANDEMIC TO PROVIDE A COMMON VOICE AND SHARED SPACE TO BC’S MUSIC FESTIVAL INDUSTRY. FESTIVAL MEMBERS INCLUDE NON-PROFITS AND FOR-PROFITS, ALL GENRES AND SIZES FROM ACROSS ALL REGIONS OF OUR PROVINCE. MEMBERSHIP IS OPEN TO ANY MUSIC FESTIVAL BASED IN BC.

Executive Director

With over 20 years in the festival industry and as a founding member of the BC Music Festival Collective, Julie Fowler became the Executive Director of the BCMFC in January 2024. She comes with a wealth of experience in the music industry and the non-profit sector, having been the Executive/Artistic Director of Island Mountain Arts/ArtsWells Festival for 17 years. She has sat on the boards of other Art Service Organizations including BC Museums Association (2008-2012), Arts BC (2014-2020), Folk Music Canada (2015-2023) and Folk Music Ontario/Folk Canada (2024-present) and founded and ran the Northern Exposure Industry Conference in Wells from 2015-2020. Julie currently coordinates the Ignite the Arts Festival (2022-present) in snpintktn (Penticton) and does consulting for 2 Rivers Remix Festival (2021-present). In 2020, Julie was honoured with two prestigious awards for her work in the arts, the BC Achievement Foundation Community Award and the BC Museums Association Distinguished Service Award.

Holly Moes is a born-and-raised British Columbian with a background in events, project management, non-profits and people operations. She has been involved in the music industry for almost 15 years, both in Vancouver and Vancouver Island.

President

Anna Hilliar has 20+ years of experience producing arts and music events. She has worked on a range of events, from organizing grassroots festivals like Under the Volcano and Sistahood Celebration to working at large-scale music festivals. Her expertise is wide-ranging and includes artist hospitality and management, booking small and large venues, volunteer management and programming multidisciplinary events with a focus on community engagement. She currently works as a promoter rep for Timbre Concerts, the Production Manager for Bass Coast Festival and a founding member of the BC Music Festival Collective.

As the Production Manager for Bass Coast, Anna brings dedication and expertise to all projects, including the management of artists, building strong relationships and fostering effective communication.

Deb Beaton-Smith

Board Member

Deb Beaton-Smith was the Executive Director of the British Columbia Music Festival Collective for 4 years during the formation and development of the BCMFC. Deb advocated on behalf of festivals using survey data and analysis to ensure government support which contributed to the critical BC Fairs, Festivals and Events (BCFFE) grant funding. Deb has also been an Outreach Consultant & Grant Coach with Creative BC for many years.

In 2019, Deb created a project to develop a standardized BC music festival survey and Economic and Socio-Cultural Report. She was on the Board of Music BC for four years and has been a juror for the Junos, FACTOR, MusiCounts, Creative BC & the Canadian Folk Music Awards.

Deb’s contribution to the music industry as an organization builder, event producer, artist manager, and advocate represents twenty years of dedication to this sector.

Kevin McIsaac

Kevin McIsaac has been organizing events for over 20 years. He has worked on food, culture, and national sporting events. His background includes 20+ years as a project manager in a wide variety of tech companies. As well, Kevin is a founding member of the Wapiti Music Festival in Fernie, BC, now in its 13th year. He is also a founding member of the BC Music Festival Collective. Kevin is a city councillor in Fernie and has worked developing policy and with a broad range of organizations to help them be successful in their endeavours.
